Use the passé composé for a completed event that advances the plot; use the imparfait for background, habit, description, or an action viewed in progress.
The contrast is not simply “short versus long.” Ask what the sentence does in the story. The imparfait opens the camera inside the situation; the passé composé treats an event as a completed whole.
